The Government Pension Offset applies only if an individual worked for a Federal, State, or local government that did not pay Social Security taxes. The pension received from that agency may offset some or all of the Social Security benefits the person might have received as a spouse or widow(er).

To understand this offset, and why it came into being, it is necessary to remember the original reason the spousal and widow's benefit became part of the Social Security program.
