Prior to the 20th century, most people in the U.S. lived and worked on farms, and extended families provided economic security for their aging members.

As industry spread throughout the United States, the extended family and the family farm as sources of economic security became less common. Then the Great Depression triggered a crisis in the nation's economic life. It became clear that elderly people on limited incomes needed financial assistance.
