The same rules for retirement before age 55 apply to any CSRS or CSRS Offset employee.
If a worker younger than 55 voluntarily retires on an early out or discontinued service retirement, the basic annuity will be reduced by one-sixth of 1 percent for each full month that he or she is under 55.
